Internal Audit and Procurement Officer

Company Overview:

The 110MW Perdekraal Wind Farm comprises forty-eight, 115m-high wind turbines, and is situated within the Witzenberg Local Municipality, in the Western Cape, less than two hours from Cape Town. The wind farm spans an area of 3055 hectares and was chosen because of its excellent wind resource and its proximity to national roads for wind turbine transportation.

When operating at full capacity, Perdekraal East Wind Farm generates around 368.8 GWh/year of clean renewable energy per year and is expected to supply electricity to power up to 111 118 South African homes.

Perdekraal East Wind Farm eliminates approximately 410,000 tonnes of carbon emissions each year compared to traditional fossil fuel power plants. In addition to zero carbon emissions and reduced use of fossil fuels, the country will benefit from minimal water consumption during the generation process and significant social and enterprise development programmes.

Summary of Role:

The Internal Audit and Procurement Officer will provide full support to the ED Manager in all aspects of auditing and procurement of Economic and Socio-Economic Projects of the wind farm.

What you will do?
·       Procurement:

–        Ensure that approved procurement processes and principles are followed before implementing EnD and SED projects .

–        Assist ED Managers in drafting Scope of Works for Request for Proposals (RFP)/Quotations (RFQ) and advertisements.

–        Assist the ED Manager with the drafting of contracts for Service Providers and Suppliers.

–        Assist ED Managers to manage suppliers according to the company requirements (poor performance, compliance, dispute resolution etc.).

–        Loading of approved procurement documentation on Sharepoint.

·       Internal Auditing

–        Ensure that EnD and SED spend is monitored on a monthly basis.

–        Ensure that audits are conducted on the internal company electronic system.

–        Manage Annual Audits and BBBEE verification process.

–        Assist in the management of BBBEE supporting documents for planning and verification purposes.

–        Ensure timely receipt of all required ED supporting documentation from Contractors, Service Providers and internal departments.

–        Assess ED supporting documents, liaise with contractors/service providers/internal departments on updates and accurately capture data for ED reports on the internal company electronic system.

–        Review ED Compliance against ED Obligations and report back on areas of concern.

–        Ensure Employment and Procurement information is correctly loaded on the internal electronic system.

–        Identify and assess areas of significant business risk.

–        Manage resources and audit assignments.

–        Liaise with Contractors, Service Providers and Beneficiaries in relation to Annual Audits

What we require?
·      A completed Financial/Management Accounting/Internal Auditing/Procurement (Certificate/ Diploma/ National Diploma/ B-Degree) or any other relevant qualification.

·      Two years of work experience in an internal audit environment.

·      Exceptional accounting skills.

·      An understanding of supply chain management, contract law and business law.

·      Advance Ms Excel skills.

·      Analytical thinker with strong conceptual and problem-solving skills.

·      Meticulous attention to detail with the ability to multi-task and is process driven.

·      Ability to work under pressure and meet deadlines.

·      Ability to work independently and as part of a team.

·      Ability to manage your own time effectively to deliver an excellent service to the team.

·      High integrity, professionalism and the ability to maintain absolute confidentiality.

Economic Development Intern X2  – Perdekraal East Wind Farm

Summary or Role

The Economic Development Intern will provide administrative support to the Project Officer, who is the point of contact for the local community; support the Internal Audit and Procurement Officer, who is responsible for the financial processes, as well as assisting the Economic Development Manager (ED Manager) when distributing key project information. This role will provide a learning environment for the Intern to develop skills in community engagement and financial processes by learning from the Project Officer and Internal Audit and Procurement Officer.

Job Responsibilities

  • Support the Project Officer as front-line point of contact for the Project Company in the project office.
  • Provide information to Public Relations team for all articles, newsletter information and organise radio interviews.
  • Assist in document control and distribution of reports, project information and newsletters.
  • Support the ED team with planning, preparation, implementation and reporting of approved projects.
  • Provide support to the Project Officer to administer the grievance mechanism on the ground.
  • Build strong relationships with all relevant local partners/stakeholders/authorities/ communities/ businesses/ local government and local media.
  • Maintain strong working relationships with and has open and transparent communication between all members of the team to ensure a healthy working environment is maintained.
  • Assist in organising community meetings, focus group sessions and key informant interviews with various stakeholders.
  • Assist the Project Officer with preparing Annexure B reports on relevant SED and EnD projects.
  • Assist the Internal Audit and Procurement Officer with annual audits.
  • Engage regularly with beneficiaries / service providers to gain relevant information regarding the initiatives and to monitor their impact.
  • Take minutes at meetings and maintain socio-economic and enterprise development projects files and reports, as instructed by the ED Manager.
  • Receive and document community project proposals on behalf of the Project Office, if required.
  • Assist Economic Development Manager, Project Officer and Internal Audit and Procurement Officer as needed.

What we require

  • Qualification in one of the following fields: Business Management, Finance, Social Science, and/or other relevant fields.
  • Driver’s licence will be beneficial Candidate should have good written and verbal communications skills.
  • Must be able to travel when required.
  • Adaptable and a passion to work with and in communities.
  • Good interpersonal skills and be comfortable in dealing with people at different levels.
  • Theoretical knowledge or some exposure to coordinating small projects.
  • Knowledge about the area of Witzenberg Municipal area will be beneficial.
  • Ability to use Microsoft software e.g., Word, Excel, Power Point, Outlook
  • Fluency in English and Afrikaans is essential. isiXhosa would be an advantage.

RFP/Q – HEADMASTERS’ HELPING HANDS (HHH) PROGRAMME

The Perdekraal East Wind Farm is inviting interested service providers in the partner Communities (Ceres, Prince Alfred Hamlet, Nduli and Bella Vista) to submit proposals including quotations for the management, administration, facilitation and coordination of the Headmaster’s Helping Hand (HHH) Programme implemented at the three local high schools: Bella Vista High School, Ceres Secondary School, & Iingcinga Zethu High School. 

Responsibilities of the successful bidder: 

  • Conduct monthly site visits to the three schools. 
  • Human resource management, salary administration and all labour relations matters of the three HHH appointees. 
  • Appointment of existing HHH per school and recruitment should any HHH need to be replaced for the duration of the contract period. 
  • Provide the Project Office with quarterly reports and statistics of progress regarding tertiary/college study applications, admissions, career research, etc. 
  • Liaise, plan and facilitate with each school principal to arrange a Matric Parent Information session to provide information regarding study and bursary application processes and deadlines for the 2025 academic year. The aim is to inform and sensitise parents to tertiary and bursary requirements, application due dates, introduce the school’s HHH and the support they provide to learners. These sessions need to include basic refreshments such as tea, coffee, milk, sugar and biscuits for the parents. 
    • Manage and coordinate joint school trips to institution Open Days of at least three of the following institutions within the Western Cape: Cape Peninsula University of Technology (CPUT), Stellenbosch University, University of the Western Cape (UWC), Northlink College, West Coast College, and/or any other pre-approved institution. These trips need to done in conjunction with the school and all indemnities must to be in place. The targeted learners to attend will be the Grade 11 cohort. 
    • Trips must provide various learners an opportunity to attend and not the same learners repeated on each trip. 
    • One 22-seater bus for the trip. 
    • Allocation as follows: 3 x HHH 
    • 1 x educator per trip (each trip will be accommodating an educator from a different high per school) 
    • 6 learners per school 
    • Participate and support the Project Company in the Annual Career Day and provide information about the event to the HHH employees and school learners. 
    • Compile and arrange for printing of a 2024 Tertiary and Training Information publication containing key information of the datasheet, prospectus from universities, bursary application processes, and any other relevant information for parents and learners. 

Responsibilities of the assigned HHH at each high school: 

  • Assist Principal with administrative duties. 
  • Prepare a Schedule/Roster aligned to school timetable to support learners in career research, choices, study routes, institution choices, bursary applications, etc. 
  • Research and prepare list of available bursaries opportunities that are relevant and available. 
  • Support unemployed youth (e.g. Gap Year students) in career advancing opportunities through applications for training, tertiary learning opportunities, bursaries, etc. 
  • Liaise with colleges and universities to create a datasheet containing dates for Open Days, application opening and closing dates, bursary opening and closing dates, etc. This information is to be included in the 2024 Tertiary and Training Information publication to be compiled and printed by the successful bidder. 
  • Obtain and/or download copies of prospectus of various colleges and universities to ensure learners have access to hardcopies for reviewing at school. Key information is to be included in the 2024 Tertiary and Training Information publication to be compiled and printed by the successful bidder. 
  • Support the successful bidder and school principal to facilitate the Matric Parent Information session. 
  • Assist the Project Company and relevant high school with the facilitation and coordination of the Annual Career Day. 

Minimum criteria for bidders. Documents to be submitted:

The successful bidder will be required to complete and sign an agreement with the Project Company. The successful bidder shall be tasked to complete the required duties as stated herein. The successful bidder shall familiarise itself with all relevant legislation and ensure that all services required are achievable. Misrepresentation in any form shall lead to immediate disqualification of any potential proposal/quotation submitted. 

The three high schools currently have an allocated HHH that will continue with the programme. However, if required the successful bidder will be responsible for recruitment of a new HHH employee should a position become vacant, at the commencement or in the duration of the contract period.

RFP – BURSARY MANAGEMENT AND STUDENT SUPPORT SERVICE

Mainstream Asset Management South Africa (MAMSA) operates and maintains utility scale wind and solar projects to ensure long term asset integrity and ensures that all projects are managed in compliance with the applicable laws, regulations, permits and project agreements on behalf of the Project Companies. 

MAMSA hereby invites interested and experienced service providers to participate in a Request for Proposal (RFP) process for a Bursary Management and Student Support Programme, for the Project Company’s student bursar applications. 

The service is required for two (2) of MAMSA’s operational wind farms, Perdekraal East Wind Farm and Kangnas Wind Farm. 

Tenderers may elect to submit proposals in respect of one or both (2) projects/wind farms.

1. Perdekraal East Wind Farm – Ceres, Bella vista, Nduli, Prince Alfred Hamlet and the farming community in Ward 12 towards the wind farm, Western Cape

REQUEST OF QUOTATION FOR DRAWSTRING BAGS

The Perdekraal East Wind Farm will be hosting an annual career day, on the 27 & 28 July 2023.  As part of the initiative the Project Company will provide a drawstring bag to each learner to store pamphlets and books gathered from the participating tertiary institutions.  The bags are a brilliant idea as it is versatile, flexible, and easy to wash. As well as being spacious and malleable.

RFQ -PROVISION OF SCHOOL UNIFORMS

Perdekraal East Wind Farm is doing a back-to-school project in the Partner Communities (Ceres, Prince Alfred Hamlet, Nduli, Bella Vista and surrounding farms). The Project Company will be supporting 325 School Learners (280 Primary and 45 High School) with school uniforms and shoes. 

The Project Company is inviting SMME’s from the above-mentioned communities who are interested to submit a quote to supply school uniforms. Entities must submit the following compliance documents together with the quote. 

  • CIPC Registration Documentation 
  • BBBEE Certificate/Affidavit 
  • VAT Registration (If applicable) 
  • SARS Tax Compliance Status (Pin)
